  • Planned Parenthood has announced that, due to government budget cuts, it will be closing eight Midwest facilities.
  • Grants to Planned Parenthood from the Michigan’s Department of Health and Human Services kill children and pollute the souls of the living.

Late last week, Planned Parenthood North Central States announced that it is planning on closing eight of its Midwest facilities located in Minnesota and Iowa.  

The move comes in an attempt to “consolidate” Planned Parenthood’s efforts ahead of the looming budget cuts. 

Seven of the facilities dispense contraceptives, sex education, and give abortion referrals, while one of the locations is Iowa’s sole surgical abortion facility. 

The following locations are set to close: 

  • Ames Health Center (Ames, Iowa)
  • Alexandria Health Center (Alexandria, Minnesota)
  • Apple Valley Health Center (Apple Valley, Minnesota)
  • Bemidji Health Center (Bemidji, Minnesota)
  • Cedar Rapids Health Center (Cedar Rapids, Iowa)
  • Richfield Health Center (Richfield, Minnesota)
  • Sioux City Health Center (Sioux City, Iowa)
  • Urbandale Health Center (Urbandale, Iowa)

According to Axios, PPNCS will also lay off 66 staff members and reassign 37 others within Planned Parenthood.  

The looming budget cuts include the possible Medicaid cuts that currently sit in the Senate. If passed, the cuts will deny Medicaid reimbursements to Planned Parenthood and other abortion providers except in the cases of rape, incest, or mother’s health. 

American Life League national director Katie Brown Xavios has been critical of the budget cuts, as they will still allow for PP to receive federal funds for some abortions. In a statement to the media, Xavios stated: 

Give Planned Parenthood an inch, and it will take a mile. If the exceptions are the only way Planned Parenthood will get paid, you better believe that every abortion will now become a life-or-death situation so that Planned Parenthood ensures that it will get its money. 

This exception clause will still allow for the murder of millions, and with a save-some-not-save-all mentality we will never see the total protection of preborn children. If they can justify the murder of one baby, they can justify the murder of many. As pro-life advocates, we must set the bar higher.

Thanks to a recent tip from an anonymous source, STOPP was able to view grant contracts between Michigan’s Department of Health and Human Services and Planned Parenthood of Michigan for 2024-2025, confirming just how much this Planned Parenthood affiliate received from DHHS for its “services” and programs. These contracts also show that through Michigan’s DHHS, Michigan residents are the ones actually funding Planned Parenthood, whether they would consent to it or not. But what did these grants go to exactly? STOPP examined each document, so you don’t have to, and provided our summaries below:

Grant #1Michigan DHHS granted PPMI a total of $329,776 to implement its “Taking Pride in Prevention” program in East and West Michigan cities for students ages 12-19. This contract, which ends September 30, 2025, seeks Planned Parenthood’s services using the sex ed program “Making Proud Choices!” in “teen pregnancy prevention.” The agreement specifies Planned Parenthood’s purpose to teach students about condom and other contraceptive use, should students decide they want to engage in sex (Reminder, this program begins for children age 12!). Though Michigan’s DHHS’s special provisions state that PPMI cannot provide abortions, abortion counseling, or referrals to students, it says nothing about providing information about abortion to students.

Grant #2: Michigan DHHS granted PPMI a twice-revised contract, adding a higher grant to PPMI each time for its “Family Planning Services.” The initial contract granted $12,754,051 to this Planned Parenthood program but increased to a total of $14,798,008 in the current contract. Though abortion is not mentioned in any of the three drafts of this contract due to DHHS’ contractual compliance with Title X, it does explicitly state that PPMI can provide contraception as part of the purpose of the grant: “The focus of the program is to ensure statewide access to high-quality, client-centered reproductive health care services, including a broad range of contraception, and related preventive health services for individuals and couples to achieve their reproductive goals for family size, spacing of their children, or pregnancy prevention at low or no cost.”

STOPP speculates that PPMI provides information on abortion as part of this grant because, through Title X’s “exception” clause “a Title X provider is permitted to provide nondirective pregnancy counseling, including counseling on abortion, but is not permitted to provide referrals for abortion as a method of family planning. Thus, there is no problem if the Title X provider is providing nondirective pregnancy counseling, even if that counseling includes nondirective counseling on abortion. It may not, however, provide a referral for abortion as a method of family planning.”

Grant #3: Through its Critical Medication Reserve grant, Michigan’s Department of Health and Human Services gave PPMI $2,072,000 to provide mifepristone, otherwise known as the abortion pill, to those who seek it. (Note: Because this is not within a “family planning” grant, it does not include the same Title X clause on abortion but instead follows under HHS’ Medicaid program.) Even though mifepristone’s sole function is to starve the preborn baby to death by cutting off progesterone, the purpose of this contract with PPMI states: “The focus of the program is to ensure that individuals in Michigan do not lose access to a critical pharmaceutical product, which has been safely used in miscarriage management and the medical termination of pregnancy for decades” (emphasis added). 

These grants continue to show the outrageous profit the supposed “nonprofit” Planned Parenthood earns to kill both the souls and lives of the preborn. While four of its abortion facilities recently closed (all pill abortions), Planned Parenthood of Michigan is hardly short on financial help for its continuous child killing and its perverted “education” on sex and family planning. 

STOPP encourages our supporters in Michigan specifically to act and respectfully express concern about Michigan’s DHHS grants to Planned Parenthood.
