Planned Parenthood taxpayer funding– an update

At the request of members of Congress, the United States General Accounting office issued two reports in the last eight months on taxpayer funding of Planned Parenthood and similar organizations. The first reportHealth Care Funding: Federal Obligations to and Funds Received by Certain Organizations Involved in Health-Related Services, 2016 through 2018, was publicly released in January 2021. The secondPlanned Parenthood Federation of America Affiliates’ Expenditures of Federal Funds, 2016 through 2018, was publicly released in July 2021.

This week we bring you highlights from these reports. Since the reports cover three years, we will use the average funds per year to make our analysis easier to follow and understand. We will also focus on the data Planned Parenthood Federation of America and its affiliates (the first report also includes Federally Qualified Health Centers, Marie Stopes International, and the International Planned Parenthood Federation).

The GAO identified three major sources of taxpayer funds going to Planned Parenthood:

  1. Grants and cooperative agreements—$30.7 million
  2. Medicare—$1.4 million
  3. Medicaid and CHIP (Children’s Health Insurance Program) —$429.7 million

Thus, the total average per year is $461.8 million. 

This number may appear small to you, as Planned Parenthood reported receiving an average of $554 million in taxpayer money per year in those three years. The approximate $90 million difference can be explained by additional state or city monies going to Planned Parenthood that the GAO did not count.

We need to note, as the GAO did, that the $461.8 million it reported was not all federal money. As the GAO stated, “Medicare payments include only federal funds. Medicaid and CHIP payments include funding from both state and federal sources; thus, the Medicaid and CHIP payment data overstates the amount of funding received from the federal government. The actual amounts of Medicaid and CHIP payments from the federal government to PPFA affiliates are lower than amounts presented in the table, and would be limited to a matching percentage, which differs across states and types of services provided. Data are based on a 12-month fiscal year, which may vary by affiliate.”

The GAO broke down the data by Planned Parenthood affiliates. The full list is in the report. Regarding the grants and cooperative agreements, the five affiliates that received the most in this category were: Planned Parenthood of the Great Northwest and the Hawaiian Islands; Planned Parenthood of Minnesota, North Dakota, South Dakota; Planned Parenthood of Central and Greater Northern New Jersey; Planned Parenthood Mid and South Michigan; and Planned Parenthood of Greater Ohio.

The top five recipients of Medicare funds were: Planned Parenthood Mar Monte; Planned Parenthood of Central and Western New York, Inc.; Planned Parenthood Northern California; Planned Parenthood of Southern New England, Inc.; and Planned Parenthood of Northern New England.

Finally, the top five recipients of Medicaid funds were all from California: Planned Parenthood Mar Monte; Planned Parenthood of the Pacific Southwest, Inc.; Planned Parenthood of Orange & San Bernardino Counties, Inc.; Planned Parenthood Los Angeles; and Planned Parenthood Northern California.

The second GAO report looked specifically at what federal government programs were the source of funding for Planned Parenthood affiliates. The top five Department of Health and Human Services programs that accounted for 88 percent of DHHS monies to PPFA were:

  1. Family Planning Services (CFDA #: 93.217), Office of Population Affairs—$60.7 million
  2. Teenage Pregnancy Prevention Program (CFDA #: 93.297), Immediate Office of the Secretary of Health and Human Services—$7.2 million
  3. Maternal and Child Health Services Block Grant to the States (CFDA #: 93.994), Health Resources and Services Administration—$5.2 million
  4. Affordable Care Act Personal Responsibility Education Program (CFDA #: 93.092), Administration for Children and Families—$3.4 million
  5. Social Services Block Grant (CFDA #: 93.667), Administration for Children and Families—$2.9 million

The other major funding program is the WIC program from the US Department of Agriculture: WIC Special Supplemental Nutrition Program for Women, Infants, and Children (CFDA #: 10.557). Planned Parenthood affiliates receive $3.2 million annually from this program.

Clearly, Planned Parenthood is receiving a great deal of government money. These GAO reports give insight into how much that is, which Planned Parenthood affiliates are getting the most money, and what programs are providing funding. 

We encourage everyone to use this data to focus on shutting off these funding streams to the nation’s largest abortion chain and the largest stealer of souls of our children.

Dr. Wen’s new book

Dr. Leana Wen is a former president and CEO of Planned Parenthood Federation of America. She served in those positions for the shortest amount of time compared to all the other CEO/presidents of the organization.

The selection of Wen was announced by Planned Parenthood in September 2018; she took office in November 2018. Right after the PP announcement, STOPP ran a story in our Wednesday STOPP Report of September 26, 2018. Here are excerpts from that story:

An immediate observation is that Dr. Wen’s philosophies don’t seem to gel with Planned Parenthood’s. Dr. Wen’s primary interest is in “Patient-Centered Care.” As a patient advocate, she wrote a critically acclaimed book titled When Doctors Don’t Listen: How to Avoid Misdiagnoses and Unnecessary Tests. In addition, she’s given a number of TED talks. Her TED talk on transparency in medicine has been viewed over 1.8 million times.  The fact that Planned Parenthood failed to mention any of this in its announcement of her upcoming presidency should be a warning sign for her . . .

In 2016, NPR in Baltimore ran a profile piece on Dr. Wen. It said, in part: “Trained in emergency medicine, Wen, 33, says running the health department in Baltimore is the fastest-paced job she’s had. She sees herself as the city’s doctor. Each overdose death weighs on her. ‘It’s so real for me every day,’ Wen says. These drug-related deaths are preventable. ‘And when we don’t do something about it or we don’t do enough, we see the consequence of somebody dying,’ she says. ‘That is really immediate.’” If each drug overdose death in Baltimore weighed on her, can you imagine how the 880 deaths by surgical and medical abortion every day at Planned Parenthood facilities will affect her? Her only recourse will be to deny the aborted babies are human beings. But that would certainly be hard to do by a woman doctor of her intelligence . . . 

We hope that when Dr, Wen realizes the true nature of the organization, she will not compromise her compassion for patients that she showed in the ER the day of the Boston marathon bombings. We hope she will stay true to her TED talk and her book. To do that, she will have to make an early exit from Planned Parenthood, as Maraldo did.

Well, Dr, Wen’s new book, Lifelines: A Doctor’s Journey in the Fight for Public Health, is about her life history. Of course, some of it is about her brief tenure at Planned Parenthood—just six short months. In her description of those months, Wen relates how, on her first day at the helm, she did an interview on The View about her vision for Planned Parenthood. She thought she did a good job, but immediately received criticism from a PPFA board member and other executives because she failed to mention abortion in the interview. One staffer reportedly told her that, as president of Planned Parenthood, people expected her to talk about abortion. 

Right after becoming president, Wen did a tour of Planned Parenthood facilities across the country, talking to local people about expanding their work into more areas of health care. She found the local staffs receptive. However, when she discussed the tour in the New York City headquarters of Planned Parenthood, she was criticized and told that she needed to focus on abortion or leave.

We believe that Wen then saw the truth. She realized what Planned Parenthood is really all about. It is not a health care organization, but an organization focused on abortion and taxpayer funding. She began, after just a few months, to plan her exit. She engaged a lawyer to work out the terms of her leaving.

At this time, Wen suffered a miscarriage and it affected her “in ways I couldn’t imagine.” As she struggled with this, at least one Planned Parenthood staffer suggested she use the miscarriage as the reason why she was leaving. As her lawyer was working out terms of her departure, she got a public “news alert” on her cell phone one day that announced the Planned Parenthood board of directors had just voted her out of office.

Wen was the second medical professional to lead Planned Parenthood since 1990. The first, Pamala Maraldo, also had visions of bringing Planned Parenthood into the mainstream of health care. Maraldo lasted two-and-a-half years before she received a no-confidence vote from the Planned Parenthood board.

Dr. Wen’s book speaks clearly of Planned Parenthood’s sole mission to kill as many preborn babies as possible with taxpayer money. When will the rest of America acknowledge the truth?

Fighting Planned Parenthood with Matthew

In the last issue of the Wednesday STOPP Report, we spent time on the religion of Planned Parenthood—Humanism. We recommended you read the Humanist Manifesto II to get a clear understanding of the underpinnings of Planned Parenthood.

If you have read that document, you now understand that Planned Parenthood stands in opposition to most of the established religions in the world. Planned Parenthood subscribes to the view that there may or may not be a God, but it makes no difference. God has no effect on the people on earth. There are no objective rights and wrongs, and birth control, abortion, divorce, euthanasia, and suicide are all basic rights. The highest achievement you can have is not to get to Heaven, but to be “a citizen of a world community.”

Clearly, Satan is very happy that Planned Parenthood and other Humanists are spreading this doctrine and leading people, including children, away from God and Heaven.

So how do you fight Planned Parenthood? There are many strategies and individual efforts to fight the various aspects of Planned Parenthood’s operations, but the overall answer is that you fight Planned Parenthood with God.

When I first began fighting Planned Parenthood in 1985, God called three documents to my attention. The first was Humanist Manifesto II—that helps us understand why Planned Parenthood does what it does. The second was A Psychoanalytic Look at Today’s Sex Education —a tremendous article by Dr. Melvin Anchell on why classroom sexuality education is bad. The third was the Gospel of Matthew, particularly Chapter 10.

Matthew 10 is Christ’s instructions to His apostles on how to spread His word. If you have read Humanist Manifesto II, you understand completely how the Word of God is just what is needed to fight this battle. It is the only hope of turning around this ever-more heathen world in which we live.

Many fighters against Planned Parenthood understand the need for fighting Planned Parenthood with God’s Word and actively use other sections of the New and Old Testaments as their inspiration. I applaud them and encourage them to keep on what they are doing. For me, Matthew 10 has been my guiding light and I commend it to your reading.

In this article, I’ve taken just a few excerpts from Matthew 10—there are many more that are relevant. There are many translations of the bible and the specific wording in each is a little different, but they all reveal the basic truths. The wording I will use here is from the current edition of the Roman Catholic translations.

So, what does Christ tell His apostles?

In Matthew 10:16 he says, “Behold, I am sending you like sheep in the midst of wolves; so be shrewd as serpents and simple as doves.”

As we step out to publicly oppose Planned Parenthood, we need to act as doves—that is, non-violent. There is no place for violence in this struggle. We step out in Christ’s name to bring peace to the world. Violence is the way of Planned Parenthood. It is the one that kills helpless children before birth. It is the one that gets our children involved in dangerous sex games. It is the one that tells HIV-positive people NOT to tell their sexual partners about their potentially deadly medical condition. We bring the message of true love and peace. We must always act accordingly.

At the same time, we need to be clever. We need to use things in the world around us to deliver God’s message to those who need to hear it in a subtle—but compelling—way. When you are faced with a particularly difficult communications challenge, turn to God in prayer. His answer will be forthcoming—if you have the faith and patience to wait for it.

In Matthew 10:17-20, Christ assures us that God will be with us in this fight. He says: “Beware of people, for they will hand you over . . . and you will be led before governors and kings for my sake . . . When they hand you over, do not worry about how you are to speak or what you are to say. You will be given at that moment what you are to say. For it will not be you who speak but the Spirit of your Father speaking through you.”

In my 36 years of fighting Planned Parenthood, I have found this to be absolutely true. In meetings with school officials, mayors, city councils, and all sorts of hostile audiences, God unfailingly provides the right words. I’ve seen this happen with hundreds of fighters against Planned Parenthood. We often say things we didn’t even know we knew.

BUT, there is something very important here. If you want the Spirit to give you the words to speak, you better have a very active prayer life. You can’t live a life void of God and then expect the Spirit to tell you what to say. You MUST cultivate a daily prayer life and let God know you have faith in Him. If you do that, you will be shocked at how effective your words become.

Christ tells us in Matthew 10 that this will not be an easy fight. He says:

No disciple is above his teacher, no slave above his master. It is enough for the disciple that he become like his teacher, for the slave that he become like his master. If they have called the master of the house Beelzebub, how much more those of his household! (24-25) You will be hated by all because of my name, but whoever endures to the end will be saved (22).

He tells us to speak out boldly: What I say to you in the darkness, speak in the light; what you hear whispered, proclaim on the housetops. (27)

There is, however, a reward for those who will go out into their towns and speak boldly of Christ and His teaching. Christ promises:

Everyone who acknowledges me before others I will acknowledge before my heavenly Father.

There is much more in Matthew 10, and I encourage you to read it. But the important thing to know that, if you are to be successful in fighting Planned Parenthood, you must boldly speak out God’s message.

Be bold. Speak to your family and friends about the evil of Planned Parenthood. Go out into your local communities and warn them of the dangers of Planned Parenthood and urge them to prevent Planned Parenthood from coming to town or to get it out if it is already there. 

Proclaim the Lord without fear. If you do that, Christ has promised to put in a good word for you with His Father.

I don’t know about you, but in my mind, that is a great retirement plan!

Planned Parenthood permanently closes Monticello center

During 2020, Planned Parenthood of Greater New York permanently closed a center in Watkins Glen and “temporarily closed” nine other centers in the state. At the beginning of the summer, PPGNY announced the reopening of its Massapequa center and said more would be reopening during the summer.

As of mid-August 2021, PPGNY has reopened two additional centers (Kingston and Staten Island) and has permanently closed two more (Oneida and Monticello).

Across the country, Planned Parenthood “temporarily closed” 19 of its centers in 2020. In addition to the activity of PPGNY, Planned Parenthood has reopened centers in Saint Petersburg, FL (two days a week), Moon Township, NJ (two days a week), and Jackson, MI (two-three days a week). It also has permanently closed centers in Pekin, IL, and Pomona, NJ. 

Thus, of the 19 temporary closures, six have reopened, four have permanently closed, and nine remain temporarily closed.

This week, STOPP received the following note from Jane C. who was part of the fighters against Planned Parenthood in Monticello, NY:

PPGNY’s Monticello clinic has closed for good. They have been sending letters out to their clients advising them of their decision. Praise God! After more than 30 years of peaceful prayerful vigils, many of which were Bringing Jesus to P/P thru Mary, God has heard our prayers. God bless you for your efforts on behalf of Life and we will continue on till all P/P are closed.

Congratulations to the fighters against Planned Parenthood in Monticello and in Oneida. The constant presence of prayer warriors at these locations was certainly one of the reasons PPGNY decided to close these facilities.
