PP admits involvement in baby parts trade
Peter Brownlie, president and chief executive officer of Planned Parenthood of Kansas and Mid-Missouri (PPKMM), admitted on February 16 that the PP clinic in Overland Park had, in the past, supplied fetal tissue to the Anatomic Gift Foundation and later to Opening Lines. Brownlie maintained that PP was compensated only for providing the facilities. He claimed the clinic had no part in any sale of tissue or organs.
"We strongly support federal statutes and guidelines," Brownlie said. "It is and should remain illegal to sell tissue."
As we explained in our report on this matter two months ago, selling baby body parts is illegal, so the groups involved get around the law by claiming they get paid for their services instead of for the parts. In this case, PP claims it just rented its space. How ridiculous!
The information about this PP clinic's involvement came to light as Senator Bob Smith asked the Senate Judiciary Committee to hear from four witnesses, at least three of whom did fetal tissue extraction at that PP clinic.
According to a Kansas City Star report, two of the persons were technicians and one is a pathologist who worked for companies that had agreements to do tissue work at the clinic.
The clinic, known as Comprehensive Health Services, has been in operation for years and came under the ownership of PPKMM in 1997. The clinic performs abortions but Brownlie said that Planned Parenthood ended its involvement in fetal tissue harvesting in November 1998. (Ed. note: Probably when it got wind of the investigation into the matter by Life Dynamics of Denton, Texas.)
Brownlie said women who received abortions at Planned Parenthood signed consent forms for the tissue donations and claimed that they never were pressured into extending pregnancies. Federal law requires consent and prohibits medical researchers from having any role in the timing or method of abortion. "For some women who choose to have an abortion, we see this as a positive outcome to what has been a difficult situation," Brownlie said.
Another person from Kansas City who may testify before Congress on this matter is Ross Capps, a former technician for the Georgia-based Anatomic Gift Foundation, a nonprofit company that had an agreement with Planned Parenthood to extract tissue and provide it to researchers.
Capps said he didn't have anything to do with the pricing of the tissues. He said he was uncomfortable with his work and was willing to testify about what he witnessed.
"My stance is, abortion is legal, and if they can gain some beneficial research from the donation of a fetal organ, that's fine, but I don't want to get involved with it anymore," he said.
In typical fashion, Planned Parenthood tried to turn attention away from the whole subject by claiming that, despite the growing evidence of its involvement in this grisly business, it is all a pro-life, made-up controversy.
Brownlie told the Star that he didn't object to more disclosure but that the U.S. Senate resolution and related investigation were grounded in abortion politics. "It's a controversy being entirely fostered by anti-abortion groups that don't really care about the issue, except that it's a good political one for them," Brownlie said.
And that is what is wrong at the heart of Planned Parenthood. It doesn't care that babies are being killed or that baby parts are being harvested and sold. It sees everything as a political issue.
PPFC receives $480,000 from Gates Foundation
The Planned Parenthood Federation of Canada (PPFC) has received about US$480,000 over three years to build public and private sector support in Canada for international programmes that improve the sexual and reproductive health of women, men and young people in developing countries. "Our goal is to leverage ten times the amount of the grant through the public and private sectors," said PPFC's executive director, Bonnie Johnson.
To coordinate PPFC's efforts, she announced the appointment of Dr. Sona Sethi as PPFC's director of international development. "We plan to expand our programs into Asia and Africa and reach the poorest women and children who are asking for our assistance," Dr. Sethi said. NY PP deceiving town
We've been through it before. When trying to get a new facility open, PP will tell officials whatever they want to hear. And then, usually three years later, it will unveil its real intentions.
The latest scenario has begun in Massapequa, New York. PP's application to open this facility, which was approved by the Department of Health last year, listed a number of "services" that it would perform. The list did not include abortion.
Town Supervisor John Venditto knew that just because abortion was not mentioned in the application did not mean PP was not going to do abortions. So, Venditto asked PP to put in writing the fact that it will not do abortions. Venditto received a written promise from PP assuring that it would not perform abortions on site.
Venditto, who won re-election to a second term last November on the "Right to Life party line," said "he had no regrets about slowing the process or taking the unusual step of getting a written promise from the group." He said, "Obviously, this is an issue surrounded by controversy, and if, in my role as town supervisor, there is a way to fashion a remedy that would address that controversy, I'm going to take the step to see that it is done. If it takes a little more time to bring about that result, then so be it."
But Councilwoman Bonnie Eisler (D) argued that Venditto's request was motivated by his pro-life leanings and said, "He's politicizing something that should not have been political, and it's because he and all the Republican candidates for Town Council ran on that party's line. It's payback."
Newsday reports that even though "Planned Parenthood appears to have cleared all the hurdles necessary to gain the town's approval," Planned Parenthood of Nassau County President and CEO Karen Pearl said she was disappointed with the delay.
Under the agreement, Planned Parenthood would have to re-apply to the state Department of Health before being allowed to perform abortions at the Massapequa location.
STOPP believes that Mr. Venditto did everything in his power to ensure that surgical abortions are not performed at the Massapequa site. Unfortunately, our experience is that Planned Parenthood lies.
We congratulate all the pro-lifers in Massapequa for what you accomplished so far and, we know you will be vigilant to see that PP keeps this promise.

Pope reiterates opposition to exceptions
STOPP International is a project of American Life League (ALL). Two members of ALL's Board of Directors, Judie Brown and Dr. Philippe Schepens, are members of the Pontifical Academy for Life. In January, Judie and Philippe attended a meeting of the Academy in Rome and, as part of the meeting, had an audience with the Pope.
The Pope took the opportunity to issue a statement titled
"Holy Father's Address at the Commemoration of the Fifth Anniversary of the Encyclical Evangelium Vitae."
Section four of the address contained the following statement: "No effort should be spared to eliminate legalized crime or at least to limit the damage caused by these laws, but with vivid awareness of the radical duty to respect every human being's right to life from conception until natural death, including the life of the lowliest and the least gifted."
Although the Pope has addressed this issue previously, it seemed to us that he took great pains to make his position clear in this address, linking, in the same sentence, the need to limit the effects of laws legalizing abortion (and other killing) with the admonition that we always respect the life of every single human being.
While I would never claim to put words in the Pope's mouth, it is clear from this statement that he was saying, among other things, that we can never support a law that allows for the killing of even a single human being. Thus, laws that outlaw some abortions, but have exceptions for life of the mother, rape, incest, etc., cannot be supported.
At an international gathering such as this, the Pope does not speak just to the United States. But, in an election year where we will elect the entire House of Representatives and one-third of the Senate, this message is particularly relevant to all of us in America. Those driven by political concerns frequently ask us to be "practical" in supporting candidates. But, for those who recognize that the Pope steers us on a moral course, he has established a clear set of ground rules. The question now is do we have the courage to follow them?
Target boycott information
A boycott of stores run by the Dayton-Hudson Corporation has been coordinated for years by Pro-Life Action Ministries (P.O. Box 75368, St. Paul, MN 55175, www.plam.org)

Dayton Hudson Corp. Becomes Target Corp.
The Dayton Hudson Corporation became the Target Corporation on January 30. According to news reports, the Target division has grown to the point where it currently accounts for nearly 80 percent of the company's revenue, and company officials decided the new name better reflects that reality. Basically, Dayton Hudson is Target and the name change came down to a matter of "truth in labeling," said Susan Eich, a company spokeswoman.
This vindicates what we have been saying all along regarding the relationship between Dayton Hudson Corp. and Target. All the current individual store division names will remain the same-Target, Dayton's, Mervyn's, Marshall Field's and Hudson's.
Of greater interest to us is that the Dayton Hudson Foundation will become the Target Foundation. Every year since 1977, the foundation has given an annual $18,000 grant to Planned Parenthood of Minnesota/South Dakota. Seven foundation jobs are being eliminated and the new head of the Target Foundation is Laysha Ward. "I don't think there's going to be a great deal of change. There will be some," Ward told the Star Tribune.
Because of the changes at the Target Foundation, PLAM believes they have a new opportunity to try to influence the foundation's gifts to Planned Parenthood. Alexander Sanger resigns as PPNYC president
The following is a press release put out by Planned Parenthood. Given that Sanger will now be more active around the country and the world, we felt you would like to have this information. Please note that every accomplishment listed deals with killing more babies!
Alexander C. Sanger has announced his resignation as president of Planned Parenthood of New York City (PPNYC), effective Feb. 25. He will remain with the organization as a senior advisor, consulting with the agency on fundraising and public advocacy.
"After a decade of leadership of this outstanding organization, I am now ready to set my sights on the national and international spheres to advance the future of the reproductive rights movement. At the same time, I am happy to continue my long association with PPNYC," Sanger said. He added that he would now be free to accept nationwide speaking engagements, as well as to work on a book he has long had in mind on the future of the reproductive rights movement.
Sanger said that he is proudest of the following major accomplishments:
- Helping to create a climate in New York where all women are secure in exercising their right to choose abortion;
- Keeping New York number one for reproductive rights with no restrictions on abortion access or funding, and with clinic access laws in place at all three levels of government;
- Putting PPNYC in the vanguard of reproductive technology, introducing emergency contraception, medical abortion and other contraceptive methods and establishing the Clinician Training Initiative; and
- Leading PPNYC's very successful fundraising efforts, both annual and capital, that have made vast improvements in patient delivery, programs, and infrastructure.
"During the last ten years, I have advanced our mission to new heights and I am proud of the great staff that has worked alongside me and who made it happen," said Sanger. "The time has now come for new leadership to move our agenda forward in the years ahead."
Wendy Mackenzie, chair of PPNYC's board of directors, said that Sanger would continue to play an important role for the agency. "PPNYC has been extremely fortunate to have had Alex Sanger as president for the last ten years," said Mackenzie. "It has been a time of great challenge for both PPNYC and the reproductive rights movement as a whole. We wish him well in his new ventures, and we are delighted that he has agreed to remain with us as a valued senior advisor."
Among the battles that Sanger led for PPNYC were the overturning of the Federal Gag Rule on doctors which prohibited them from counseling patients on abortions as an option; supporting Medicaid funding in New York for abortions for poor women; and for legislation protecting health care clinics. Sanger eloquently and forcefully attacked the opposition for their inflammatory language about abortion, and created the oft-cited New York Times ad, known as "Words Kill," which called on abortion opponents to examine the consequences of their abusive language after the Brookline, Mass., murders of health care workers.
To address the abortion provider shortage, Sanger established the Clinician Training Initiative that has resulted in the training of a new generation of doctors who provide abortions, and also changed graduate medical education to require abortion training for most OB/GYN residents.
Sanger's leadership helped bring both emergency contraception and medical abortion to the women of New York City. He and PPNYC were petitioners with other groups to the FDA to require the FDA to approve emergency contraception, which it eventually did. He also played a leading role in the long fight to bring medical abortion to this country, and to introduce methotrexate, a form of medical abortion, in PPNYC's clinics in 1996.
Throughout the 1990's Alex Sanger ardently defended and advanced women's reproductive rights. He has led the fight to keep New York State free from restrictions on abortion, and worked to expand access to abortion and contraception. In his many media appearances and speaking engagements, Alex came to embody reproductive rights for many New Yorkers, and in fact, to the nation at large," said Mackenzie. "To this day, PPNYC traces its roots back to Margaret Sanger's first clinic for immigrant women in Brooklyn, where she defied the law to offer birth control to some of the city's poorest women. Her grandson has proudly continued her legacy, and provided the passion that will fuel our future."

PP clinic administrator admits having an abortion
The administrator of Planned Parenthood's clinic in Gainesville, Florida, admitted to U.S. News & World Report that she killed her baby through abortion in Paris. Now she wants to help more women do the same.
According to a recent article, written by Stacey Schultz, Rory Hoag said that, while she was "a 22-year-old on a study-abroad program in Paris," she got pregnant and had an abortion using RU-486. This happened four years ago and now she is anxious to get this baby-killing drug into her PP clinic so she can help more women kill their babies.
Obviously, she did not use the word "baby," but we believe in telling the truth.
The article trumpeted the need for RU-486 (known as mifepristone) and stated, "Final talks are underway between the Food and Drug Admin-istration and the Danco Group, the company sponsoring mifepristone in the United States, to clear approval for the American market. Called Mifeprex, the drug could be available sometime this year."
The article did point out that killing your baby using mifepristone involves "at least three visits to the doctor as well as a few hours of bed rest. The method will be subject to the same legal restrictions as surgical abortion."
For those of you who have asked over the years why Planned Parenthood is pushing this method of abortion, since it will cut into its lucrative surgical abortion business, the article states, "Nor will medical abortion be any less expensive than an early-term surgical procedure, which typically runs between $350 and $500."
In commenting on the availability of the killing device at Planned Parenthood facilities, Michael Burnhill, vice president of medical affairs for Planned Parenthood, said, "This is not going to be a cosmic revolution. What it is, is an advance."
And that sums up Planned Parenthood's attitude. Whether it is a 26-year-old woman who runs one PP clinic in Gainesville, Florida, or the medical director of Planned Parenthood's operations in the United States, a new method of killing babies in the womb is not seen as a tragedy, but as an "advance."
As we struggle against the horror that is Planned Parenthood, please pray that God will open the minds and hearts of its workers.
AHPA and PP
The American Health Planning Association (AHPA) recently issued a press release that revealed its close connection with Planned Parenthood.
The American Health Planning Association is the only national association specifically dedicated to the advancement of health planning. The association, which traces its origins back to the 1960s, offers a forum for the discussion of health planning i ssues as they relate to both the public and private sectors. It seeks to promote the concept of health planning through publications, educational programs, and conferences and serves as a clearinghouse for information on health planning. Its membership is drawn from public health agencies, local, state, and regional planning agencies, healthcare systems, consulting firms, and other organizations within both the publicand private sectors.
In February, AHPA elected five new board members. Among those selected was Patricia A. McGeown. McGeown is in her sixth year as executive director of Upper Hudson Planned Parenthood in New York state, before which she served as director of a health systems agency in New York.
Please remember this connection if you hear anything from the AHPA extolling the virtues of abortion (including emergency contraception) or sex education.
Italian town offers baby bonus
The town of Cersosimo, Italy, recently announced that it is offering a $2,500 bonus to families that have a baby in 2000. The 864-resident village saw the birth of only three babies in 1999, while 70 people died over the last three years. Mayor Mario Giuseppe Vitarelli told Italian media that the town is "subject to depopulation."
"With this initiative, we hope to help young couples overcome the difficulties of having babies," Vitarelli said. He further stated that the town hoped to keep the baby bonus going in 2001.
An Associated Press news story noted that Italy's birth rate has dropped to among the lowest in Europe. The drop is projected to cut Italy's population from 57 million to 41 million in the next 50 years. The national government also is trying financial incentives to boost births, with measures such as a paid paternity leave law approved by the legislature last month.
Former PP building becomes Alpha Center
Last month we brought you news that Planned Parenthood in Sioux Falls, South Dakota, had secretly renovated new offices and moved in before the general public could mount opposition to the move. You'll remember that local pro-lifers are leading opposition to the new location.
Word now reaches STOPP headquarters that, in addition to protesting the new location, pro-lifers have bought the former Planned Parenthood building at 3500 South Louise Avenue in Sioux Falls, and will be opening an Alpha Center in the building. After remodeling is complete, the center will offer pregnancy testing, ultrasound, testing for sexually transmitted diseases and counseling services.
According to the information we received, a group of South Dakota business and professional persons purchased the building on February 1, 2000, for the benefit of the Alpha Center. After needed funds have been raised, the Alpha Center will own the property.
"It is truly a miracle of God that we can provide women facing pregnancy with needed medical services at this location," said Leslee Unruh, president of the Alpha Center. "For many years, abortions were performed in this building. We will offer a real choice to women, the choice of life for their unborn child. Every human life is precious in God's eyes, no matter what the circumstances."
"There is a vast amount of support in this region for alternatives to abortion," said Unruh. "I want to thank all of our public and private supporters who have prayed for the day when abortions would no longer be performed in this building. Our prayers have been answered in a wondrous way that we could never have imagined."
Any business knows that changing locations is troublesome. You never know if customers will follow you to your new location. Can you imagine how many of PP's old customers will come to the old location and be offered true help to save their child's life? This entire episode could be the beginning of the end of PP's killing business in Sioux Falls.
Congratulations to all who worked to make this happen! We know that it is not a single individual, but many people working together, under God, that have achieved this victory.
No abortions yet at Quad Cities PP
Planned Parenthood in Bettendorf, Iowa, is having trouble attracting clients and has not done any abortions yet, according to published reports in area newspapers.
Planned Parenthood's regional director, Melissa Grant, reported that the facility has seen more than 300 clients since its Dec. 9 opening. She characterized this as "a higher-than-anticipated patient load."
But 300 clients in three months means just 3-4 people a day for a huge office building. Pro-lifers, who regularly demonstrate at the facility report that the parking lot is almost always empty and they rarely see any people going in or out.
When the facility opened in December, PP said it would start doing abortions in about three months, but plans are delayed. "We had originally hoped to start abortion services this spring, but now it's feeling like closer to this summer," Grant told reporters, "We know there's a demand for the abortion services. We get calls every day. Right now, we're referring those calls to our Iowa City clinic."
This is typical Planned Parenthood rhetoric. You can bet that, with its low customer count, PP is anxious to start the high-profit business of abortions. Yet, if no one comes, it will not make any difference.
Pro-lifers in the Quad Cities are determined to keep a constant vigil at the PP facility and plans are proceeding to build a pro-life building across the street. Congratulations to all of you!
There was an interesting sentence in the newspaper account of PP's situation that we thought was revealing. It read, "She [Grant] said abortions probably will be added before real medical services like colposcopy, primary care and prenatal care."
We don't know for sure how accurate the newspaper account was, but it is really interesting that a distinction was made between abortion and "real medical services."
No matter where you live, you should always remember that it doesn't matter how many offices PP has, if customers do not come, they will eventually close down. We have just received the latest PP Annual Report and will be telling you more about it next month. But, it is losing customers all over the United States. That's good news!
PP loses again in Lancaster
The Lancaster (Pa.) New Era newspaper ran a story on February 14, revealing that Planned Parenthood of the Susquehanna Valley has lost another round in its efforts to open an abortion facility in Lancaster.
According to the story, Judge Paul K. Allison reversed an April 1999 decision by the city zoning hearing board, which stated that the provision of abortions was a natural expansion of Planned Parenthood's services.
"The Board disregarded the record, abused its discretion and committed an error of law," Allison wrote in a 28-page opinion filed on February 11.
Allison disagreed with the city zoning hearing board on every point of its decision.
The board had ruled that abortions are a natural expansion of Planned Parenthood's services at its 31 S. Lime St. clinic. It also ruled that the record did not show that providing abortions would endanger neighbors and that abortions are not a new use for the property.
Abortion is not a "natural expansion"
But the addition of abortions to its services is not a "natural expansion" of Planned Parenthood's services, the judge ruled. Such a natural expansion is allowed if it is done to accommodate the needs of a business and for modernization purposes, Allison noted.
But Planned Parenthood cannot argue that it is adding abortion services to keep up with the latest procedures as they become available, the judge said.
"Abortion became legally available to women in the United States in 1973 . . . The provision of abortions is not a recent legal phenomena which Planned Parenthood only now has the opportunity to provide," Allison wrote.
In fact, Allison indicated that Planned Parenthood already may be providing some unlawful services, because it expanded those services in recent years without permission from the zoning hearing board.
For example, Planned Parenthood now provides insertions of a birth control medication called Norplant, colposcopies, cryotherapy, endometrial biopsies and other services.
Prior to 1989, Planned Parenthood did not provide any surgical services and these may not be valid uses under zoning law, Allison noted.
"There is nothing in the record to establish that permits for such uses were obtained or that the uses are lawful," Allison wrote.
Abortion is a "public safety" issue
Allison also disagreed with the board's finding that providing abortions will not be detrimental to public safety.
The city zoning hearing board noted that Planned Parenthood is installing bulletproof glass as it readies to perform abortions but noted, "whether a business is compelled, because of the nature of its use, to install bulletproof glass is irrelevant to zoning."
Allison noted that the city's zoning ordinance sets forth as goals: that all neighborhoods are "desirable, safe places to live" and "to ensure overall public safety for all citizens."
"The fact that a business within this community is compelled to fortify its structure and install bulletproof glass is certainly relevant to whether such use is appropriate for that zoning district," Allison wrote.
"Planned Parenthood is preparing for violence," he said. "Each (of the neighbors) who testified expressed a fear over an increase in violence."
Abortion is a "new use"
Allison also disagreed with the zoning board's finding that performing abortions is not a "new use" for Planned Parenthood's property.
The board found that "medical and health service" is a permitted use in a residential, medium-density dwelling district, the type of district where Planned Parenthood is located.
But such services must be 1,200 square feet or less. At 4,300 square feet, Planned Parenthood "significantly" exceeds that allowance, Allison wrote.
When contacted by the newspaper for comment, Planned Parenthood had no comment on Allison's decision. Spokeswoman Pat Brogan said clinic officials had not had a chance to read Allison's ruling.
"Obviously, we're disappointed with the decision," Harvey Miller, the attorney for Planned Parenthood, said this morning. "I know we'll be filing an appeal."

More on Victory in Wisconsin
We told you last month that Planned Parenthood has closed two of its facilities in Wisconsin. STOPP has received the following account of the closing of one of the clinics from Mark Gabriel who works with Missionaries to the Preborn.
"For about four months, I joined a faithful little group once a week to hold signs, pray, talk to people about PP and abortion, hand out literature, etc., at the New London Planned Parenthood facility. Praise be to God, they are now closed!
"No small stir was caused in that town of about 6,500. PP had been there for years, but when a few Christians decided to get serious about resisting the devil, he fled!
"The same thing happened in the town of Cedarburg, a sort of quaint old German tourist town, located north of Milwaukee. I had nothing to do with that one, though I believe another group of local saints picketed there. The PP facilities in Monroe and
Johnson Creek seem to be on the verge of closing as well, due to weekly pickets.
"Many regular pickets started up after the Unmasking Planned Parenthood Tour last summer. We did large, high traffic street presentations to expose their evil deeds in all 27 cities where they had facilities. We passed out thousands of pieces of literature in the neighborhoods of the towns and cities we visited too."
Mark attributes the successes in Wisconsin to the faithful witness of the Missionaries and others. He let us know that the Missionaries are planning another Unmasking Planned Parenthood Tour. The tour will be conducted from July 24 to August 4, 2000.
